So then the title without the contraction is, “The Love Birds of Regent is Park”?

It’s a possessive apostrophes rather than a contraction – Regent’s Park is a place in London, a park once belonging to a Regent, no doubt.
None of this, of course, changes the fact that the apostrophe is upside down! :p

How the HELL can this writer expect to be taken seriously when the punctuation on the COVER is so outrageously WRONG?! (why God, why?)

That’s not terribly realistic. There should be greenish-white stains on the gentleman’s left shoulder and down the lady’s red skirt. And perhaps another one dripping off the incorrect apostrophe.
