Actually, I’d say this was a pretty admirable effort at making an eye-catching cover. If anything, the problem is that the designer tried too hard: using the letters as windows to show creepy-looking people’s faces is very artistic and creative and all that good stuff, but as you say, the title and other captioning still need to be readable.
