I think this is the artist: https://www.decalgirl.com/artwork/2948/dragon-mage
The artist is also on DeviantArt and I’m guessing the author did not ask permission. He did make a point of claiming his own copyright tho. I hate, and I mean truly loathe, writers who steal other people’s IP while proclaiming their own rights. I mean, I’d hate them even if they didn’t proclaim their own rights, but it seems doubly egregious when they clearly understand copyright for themselves, but f**k everyone else.
Agreed on the copyright/IP. Also, what a shame! This artwork is really lovely and evocative and it’s being distorted into unrecognizability and removing everything that was truly special about it! Did you reach out to the Deviant via DA?
Ya gotta wonder how the artwork looked, BEFORE it was Gumbied into unrecognizability. Another shame.

I did contact them on DA, yes
I am now committing the verb “to Gumby” to memory. 🙂
You go, Pokey, you go!
“It’s Gumbified, Dammit!” – A new tag?!?
Add the cue the lawers tag Nathan.
I try to confine that tag to trademark violations; if I used it for every copyright infringement, I’d end up carpet-bombing the place.
