It’s too early in the morning to think of a Short-arm inspection joke, but hoop skirt with puffed sleeves is not standard issue as a BDU in any army. Jeez. Battle Dress Uniform does not mean a literal dress, unless you’re a bitter Klinger.
Usual amateur art mistakes – head is too big, arms too short and hands too small. I am also not sure where the shoulder is?

Maybe, since it appears to be a fantasy,the girl is from another dimension where proportions are strange, or there’s a distortion field of some kind that she has to fight against. Which is why she’s so pissed.
Is that supposed to be an alien in lavender? I’ve never a human with such odd dimensions.
