It would be greatly improved with a readable font. Plus play with placement and size. I don’t like the title at the bottom here.

Very papal. Although looking at the inverted crucifix, I’m thinking more anti-papal.
I think the hat looks more like the hat traditional Elbonians wear while standing in their waist-deep mud.
