My guess is that that’s Barbara herself on the cover. She doesn’t give a damn about a cover having anything to do with the book within; she just wants you to know that she looks pretty fine in a bikini.
Statistically unlikely. 50% of all women named Barbara are between 57 and 73 years old. She looks like the daughter of a Barbara more than one herself.

What’s wrong with her right hand? Birth defect or did the author try to Photoshop something out of the picture?
I guess she could be the rogue, but I definitely don’t see any lightning here.

Somebody needs to learn how to use fill flash in backlit photos. Oh, and how to use a camera with decent resolution, not an old, obsolete smartphone.
This reminds me of the cover of a South American pirated edition of a Stephen King novel that used a randomly selected fashion model photograph from a magazine.
It does not often pay to over-think analysis of a lousy book cover. (But it can be amusing.)
