Oh yes, there are such photos. The trouble is, if such a photo weren’t darkened too much for you to see the couple’s faces, the cutting and pasting would be even more obvious and somebody would be suing the cover designer for using his face without permission.
(Also, why does it look like two dudes are kissing? I actually checked the book’s synopsis at the link, and it’s a pretty straight romantic-love-triangle-mixed-with-murder-mystery plot. Unless the two guys vying for the gal’s affections both suddenly decide to give up on women altogether and go for each other instead in one heck of a twist ending, I think you could tag this cover for false flagging as well.)

Looking at the full res cover, I see the figure on the left has longer hair and thinner shoulders than the figure on the right who has short hair and arm muscles. I would assume a female-male couple of equal height.
But at high res they look like ghosts rising out of the water, not people in it. This cover reminds me of a local legend about Rotherwood Mansion. Rowena Ross witnessed her fiance drown in the river; 16 years later she heard his voice calling to her and she walked out into the river and drowned, joining him in death. People since then have claimed to have seen both ghosts. This cover does make me want to re-read the Rotherwood legends.
Yeah, now that you mention it, I can sort of see the long hair when I give the figure on the left a closer look. Now that the figure on the left is established to be at least plausibly feminine, my guess is that the actress who’d be suing for unauthorized use of her likeness if the picture were brighter and clearer would be Phoebe Cates; there’s a scene just like this of her kissing with Willie Aames in the water at night in Paradise (1982).
