Although some bad book covers have made re-appearances here, Dragon’s Lament does not appear in LBC search.
Cropping the text off, Google image search shows hits on Dragon’s Lament (Dragon of Prophecy) (Volume 3) only, which has been out and about since Nov 2014 at several venues. I wouldn’t be surprised if you saw it in the wild before it was captured and displayed here.
Dragon’s Legacy (Dragon of Prophecy) (Volume 4) same author has been at LBC but those reptiles are as dry-eyed as crocodiles. The covers of Dragon’s Rook and Child of the Dragon’s God (diff authors) have a dragon’s eye centered but no tear.
Side note: Old School RuneScape Wiki (Final Fantasy XV) lists “Dragon’s Lament” as an anagram for “Strange Old Man”.
