You know, I know I’ve seen that woman someplace. NOT in a…oh, right, Wikipedia. Of course. I wonder if anyone asked that woman for a release, before that image was put in the PD?
“This image or recording is the work of a U.S. Fish and Wildlife Service employee, taken or made as part of that person’s official duties. As a work of the U.S. federal government, the image is in the public domain. ”
Presumably the subject of the photo consented to the photo in 1979 and the PD comes from it being a gov’t work.
If a photographer shows up and says “I’m from the federal government and I’m here to photograph you!”, RUN! Or your face may end up here on a lousy book cover.

Not to mention…oh, never mind.
I’m guessing she was published before 1923.

Random image with text just typed on top with no thought to readability.
Really going for no sales here.
It looks like someone was forced to make a book cover against their will.
Hey, she’s *somebody’s* great-grandma! It’s perfect for a genealogy book!
