A big NO to the floating eyes. Bring the dragon thing down, raise the title, voila – not a good cover but at least not annoyingly creepy.

This is like the Great Gatsby cover. Except it’s not.
Agree with Lydia that the big floating eyes are a definite turnoff. Get rid of that and the scales in the background, bring the dragon thingie down (also like Lydia said), make it bigger – make it the focal point of the cover. I’m thinking of the Temeraire series by Naomi Novik, altho hers have small scenes within the dragon thingie. However, don’t try that small scenes thing at home, unless you’ve been a graphic artist for a few years.
