Yes, that is a badly drawn boomerang thrown by a badly drawn cartoon person. Are the bats flying over rock? clouds? mountains? I’m confused. Then there’s the drawn on lines to show that he threw it…I mean really?

That Foolius McJulius is really putting his all into throwing that lame looking boomerang thing. Maybe he’s not aiming for the bats because he’s their slave and he’s decapitating enemy birds as they fly by.
Is it supposed to be a boomerang? If he was trying to hit the bat, he missed.
If it’s a boomerang, then not necessarily!
