I guess authors know writing, not graphic design. I think he could have done better for less then the dollar figure he quotes. I probably would have tried to buy the rights to something from flickr given that all he wanted was a small battered castle in the snow.
I wrote down a quote at WorldCon a couple of years ago (I can’t remember which editor said it): “There’s nothing more expensive than a bad cover.” I think I might make it the new motto of this place.

I love the floating branches / inexplicably cut-off lightning.
That’s funny; I’m reading that book right now. It’s actually pretty good though some people would complain about how the author handles exposition.
Also, interestingly enough, he posted this cover for his fans to critique: http://terrymancour.blogspot.com/2013/08/magelord-cover.html#comment-form . The reactions range from “My Eyes!” to “It’s not that bad.” He answers, good art is expensive darn it. And this is the cover he went with.
