It looks like a run-of-the-mill Romance cover. I’m with Reader – I’m not sure why this was posted as a “lousy” cover. Judging by the tagging, the only reason this was included was because, what, it’s some muscular guy’s shirtless torso?
The only reason it was included here is that it looks like the guy is about to violate the “no ‘P’ in the ‘acific'” rule.
Looks like he’s about to, uhm, do something with his hand…
And that should stay secret.
