It most certainly is not legal to write Prince Harry Slash Fiction and make money off of it, unless you have permission from Prince Harry (or are Prince Harry).
This has many 5 star reviews, so either this is a good book with an awful cover that is illegally using Prince Harry, or this is an author with 10 friends.
