I’m thinking this person got on a forum somewhere and asked “How can I add text to a picture for my book cover?” and someone answered, “Well, you could just cut and paste.”
Seriously, without the tower and the pasted-on flames — and assuming that the intention is to take a wry look at the non-stop action behind enemy etc etc — this would have been OK.

Well, y’know, it’s hard for some self-publishers to get the right perspective on things….
If you C&P real elements such as bridges, fire, and buildings on the cover, why bother hand drawing a tower?
Because phallic?

Wow! I get the feeling that this cover is supposed to convey some kind of collage appearance, but it just doesn’t work.
Collages are pretty cool when done right. This is a prime example of ‘done wrong’.
