Could depend on where the book is supposedly published. What is PD in one country might not be PD in another. Of course, those wishing to make a quick dollar off of older works usually do not take the time to restrict availability only to those places where the work is in the public domain.
The Anne books were published between 1908 and 1939. Montgomery died in 1942. American copyright (70 years after author’s death) would have expired 2012; Canadian copyright (50 years) would have expired 1992.
Yeah, but I thought I’d read, somewhere in time, that the family had done…something. Something a la Disney and Sherlock Holmes/Estate of Doyle-ish. But…I could be imagining that.
What’s funny is, there was already an anime of Anne of Green Gables (called “Akage no An” — literally “Red-Haired Anne”). The Green Gables books are big in Japan, and Prince Edward Island gets a lot of Japanese tourists.
At least this Anne has something red.

My bigger question is, how did these end up in the PD? (Public Domain). These are, presumably, LBCs from PD republishers, no?
