OK. I have been out of the business since 2003. But. Hi-res TIFs often had a lo-res JPEG preview for rough draft proofing. But dang it all, you are supposed to use the hi-res image for final print.

Looks to me like someone ran the filter over a photo, then decided she wanted just a tiny tiny portion of the image and zoomed in at 200000x.
