That dress looks painted on, and definitely not regency.

It look like he’s taking her to the limousine so they can go to prom.

Given his traditional Regency millennial haircut and her traditional Regency dimensionless “Vanta-purple” dress and the traditional Regency TV aerials and telegraph wires behind them, I’m assuming the three books hovering in front of whatever he really had in his hand are all basic Photoshop manuals which they’ve stolen from the author before she got a chance to read them.

It appears to me that this is a Neo-Traditionsl Electro-punk Regency Romance set in the alternate universe in which electrical and electronic technology (telegraph and television) preceded steam power in early 1800-1820 England and 1980s high school prom fashion replaced the Regency styles that followed the American and French Revolutions.

(I do wonder what the photobombing corsage and stack of books are covering.)
