There’s nothing like a rip-roaring, exciting cover to really get you interested in a book. I’m sure that sometime soon, I’m going to see one.

Looking at the book’s Amazon page, the story is set in San Francisco just after the London Ripper murders.
Even tho’ it’s on Lousy Book Covers, I suspect this image choice was deliberate.

And yet still a poor layout
